Keir Starmer’s approval rating remains low, and his party’s rating isn’t any better
- Starmer’s approval rating has remained unchanged at -41%, while Labour scores in key party attributes all drop
- Support for President Zelensky’s handling of the Russia-Ukraine peace negotiations sits at 40% net, but 67% don’t think the war will end this year
- Agreement with Starmer’s decision to assign ‘Palestine Action’ as a terrorist organisation falls by six points to 33%
Opinium’s last poll before Parliament returns from recess shows that the summer holidays haven’t helped Keir Starmer’s approval rating, which remains on a low of -41%.
All leaders have poor approval ratings, though Starmer is bottom of the table, with Kemi Badenoch’s approval rating at -23%, Ed Davey’s stands at -3% and Nigel Farage’s approval rating is -11%.
The governing party has also seen a fall in areas all tested attributes, with its lowest scoring category being “represents what most people think”, which saw a 4-point reduction (net -39%).

Handling of the peace process in Ukraine
Regarding the ongoing negotiations for peace in the conflict between Russia and Ukraine, President Zelensky’s approval rating for his handling of the negotiations sits at 40%, compared to President Putin’s which is at -64%. President Trump’s approval rating is also low at -28%, while the public is evenly split on Starmer’s handling of the negotiations (0%).

Following Trump’s failure to secure a ceasefire after meeting with President Putin in Alaska, the majority are sceptical the war in Ukraine will end by 2025 (18% think it likely to end, 67% unlikely to end).
Two fifths (40%) support a potential security treaty with the UK and other European countries (meaning if Ukraine were attacked by Russia in the future the UK and others would be obliged to help defend it), Compared to 23% who oppose this.
Latest opinions on ‘Palestine Action’
A previous poll conducted by Opinium in July concluded that 39%agreed with Starmer’s classification of the group ‘Palestine Action’ as a terrorist organisation. However, in a week where headlines were dominated by pictures from demonstrations in support of Palestine, only 33% now agree with Starmer’s classification.
Capital gains
Rachel Reeves’ plan to end the capital gains tax exemption on high value homes has support from over third (36%), compared to a quarter who oppose the idea (26%). Almost one in five (19%) neither support nor oppose it.
